year the salaries of sterling paid officers have been

converted at the following rates :-

In the circumstances I consider that the

additional expenditure now proposed is well within the resources of the Colony, and is fully justified. The services for which provision is now made are either essential or eminently desirable and were omitted from

the original budget for 1932 only on account of the

urgent necessity for economy which existed at the time

the estimates were being prepared. I am of the opinion that further deferment would be detrimental to efficiency and would not be justified having regard to the greatly strengthened financial position.
